The Centers for Medicare & Medicaid Services proposed rulemaking today to rescind a Dec. 28, 2007 final rule that, if implemented, would have limited the ability of school districts to receive federal and state assistance in covering transportation costs for some special needs students.

Pupil transporters may recall that on Jan. 1, 2009, the Americans with Disabilities Amendment Act became effective. A March 27, 2009 revision to an FAQ section about Section 504 produced by the Office of Education confirms that application of both laws have indeed changed.

The special needs population is growing, education for school bus personnel is working to catch up

Last year, a camera installed on a Texas school bus captured the driver allegedly choking a mentally challenged, bipolar student. The incident and comments from several transportation and special needs professionals suggests there is a hunger for special needs training for school bus drivers that is already being satiated in some places.
