UC Berkeley Study: Effect of Obamacare Healthcare Mandate on Part-Time Workers

The UC Berkeley Center for Labor Research and Education in February conducted a study on the effect of the Jan. 1, 2014, Obamacare mandate for large employers to offer affordable healthcare benefits to part-time employees who work 30 hours or more. The mandate applies to employers with 50 or more employees, and they may face penalties if they don’t offer benefits to this workforce group.

As reported in the June issue of STN (see “Analyze Your Workforce,” page 32), millions of part-time workers across all industries may see their hours reduced as a result of the mandate. The study was conducted to determine an exact number of what has until now been an anecdotally based trend of employers threatening to cut hours as a result of the law.

The two-page report shows the industries with a high percentage of employees working less than or slightly more than 30 hours, placing them at risk for reduced hours by an employer wishing to avoid penalties. The report also looks at the distribution of hours worked by type of health coverage.
