Truck and Bus Regulation Reporting System Available for 2016

The California Air Resource Board (CARB) has announced that its Truck Regulation Upload, Compliance and Reporting System (TRUCRS) has been updated for fleets to select or re-select their 2016 options.

Nearly all privately and federally-owned diesel fueled trucks and buses must comply with TRUCRS, which is extended to privately and publicly owned school buses with a gross vehicle weight rating (GVWR) greater than 14,000 pounds.  

The regulation requires diesel trucks and buses in operation to be upgraded to reduce emissions, applying to newer heavier trucks and buses, which were meant to comply in 2012.

The deadline for compliance for lighter and older heavier trucks was by the start of 2015. By Jan. 1, 2023, roughly all trucks and buses are required to have 2010 model year engines or an approximate equivalent.

California regulators have provided some flexibility, including giving some leeway to fleets operating in cleaner rural areas, low-use vehicles, certain vocational trucks and small fleets of three or fewer trucks.  

However, these options are unavailable if they are not claimed in the allotted period. Selecting the flexibility options opens Jan. 1 of every compliance year until the end of the same month.

According to CARB, fleet owners that utilize these regulation flexibilities must identify the vehicles that will use a particular extension and provide any additional information that is required by the agency.  

Agency officials encourage fleets to report before the Jan. 31 deadlines, especially for fleets that have already reported, but need to update vehicle and owner information as it changes; fleets that want to continue using a flexibility option or wish to opt-in to one of the limited flexibility options available; and fleets that use mileage-based extensions, recording the Jan. 1 odometer reading by the cut off date.
