TSD Conference Speaker Spotlight: Linda F. Bluth, Ed.D.

The esteemed Emeritus Tenured Faculty member Dr. Linda F. Bluth returns to the TSD Conference armed with knowledge and expertise stemming from more than 50 years of experience as a special educator, including 36 years in special needs transportation.

Bluth’s workshops are typically maxed out, as attendees hear from an expert who has authored five editions of Transporting Students with Disabilities as well as more than 125 publications in the school transportation field, and numerous education publications. She provides attendees with interesting scenarios for discussion — much of it deriving from her current employment at the Maryland State Department of Education, Division of Special Education/Early Intervention Services.

On Saturday, March 12, Bluth will present “Exercising Your Procedural Safeguards” where she will discuss how transporters should investigate complaints that arise within the procedural safeguards guaranteed in the IDEA. On Monday, March 14, she will team up with renowned special education attorney Melinda Jacobs on the session “Perspectives on Special Ed Law & Policy”, which will entail an open discussion about challenging situations with a viewpoint from multiple perspectives.

Then, on Tuesday, March 15, Bluth will present the keynote “Why the IEP Remains the Heart Beat of IDEA.” She will revisit this all-important topic nearly 25 years to the day after first speaking on it at the first TSD Conference. Using cases and anecdotes in this session, she will chronicle how a student’s Individualized Education Program guides the delivery of services to a child with a disability, and the importance of transportation’s role in addressing anticipated type, location and modification of transportation services required for a free appropriate public education guaranteed in 1975 with passage of Public Law 94-142.
