Texas District Names Industry Leader Bill Powell as Asst. Superintendent

Cypress-Fairbanks ISD in Houston announced today that Bill Powell has been promoted to assistant superintendent of support services.

Bill Powell, director of transportation, was named the assistant superintendent of support services on July 23. Powell succeeded Matt Morgan, who was recently named the assistant superintendent for facilities and construction.

Powell began his career in public transportation as a school bus driver in 1989 for Canyon Independent School District while attending West Texas A&M University. He was later promoted to dispatcher/supervisor before graduating. He then joined Boles ISD, serving as an elementary special needs teacher, while also driving a route and field trips.

In 1996, Powell returned to Canyon ISD as the director of transportation. He moved to the Houston area in 1997, serving as the Magnolia ISD director of transportation. Powell was in that role for four years before joining CFISD in 2001 as its assistant director of transportation for human resources.

In 2013, he was named director of transportation, and was responsible for coordinating and directing the functional operation of CFISD’s transportation program that transports more than 75,000 students daily. As director, Powell led CFISD in instituting the global positioning systems (GPS) on school buses and an identification program for all students.

Powell received a bachelor of science degree in history from West Texas A&M University and a master of science degree in organizational and human resource development from Abilene Christian University. He is involved in the Texas Association for Pupil Transportation (TAPT), serving on executive, specifications and certification committees. Most recently, he served as the association’s president, and twice served as a Texas delegate (2010 and 2015) to the National Congress on School Transportation. Powell also was a TAPT certification instructor, an adjunct instructor for the Texas A&M TEEX and master instructor for the Region IV Texas School Bus Certification Program.

“I am honored and proud to have been chosen for this position and to have served as the director of transportation for the last five years,” Powell said. “I look forward to working with the directors of our support services, to continue to provide quality service and support to our students, campuses and community.”
